Irrigation has played a crucial role in the remarkable growth of agricultural production in Asia. In many developing Asian countries, the creation and expansion of irrigation facilities have enabled food production to outstrip population growth and attain total or near self-reliance in cereal production. Yet, such growth of production has also been associated with increasing disparities (both inter-regional and inter-personal) and irrigation expansion with growing inefficiencies; problems clearly related to the pattern of investment and the nature and organisation of water management institutions. This book is an attempt to examine these issues through several case studies from the Asian region.
