dc.description.abstract | Non-state governance institutions in small-scale fisheries coordinate various actors and provide norms to resolve conflicting interests among contesting users to sustain livelihoods, economic returns and resource health. In India, however, there exists a certain cynicism about the effectiveness of community-based organizations and institutions to manage small-scale marine fisheries. The predominant concern is that, relying on indigenous institutions for resource management is not so- cially desirable due to the close affiliation of these informal institutions to traditional caste/religious networks. Another apprehension is that, non-state institutions weaken over time and even dissolve under the influence of emerging socio-political developments and neo-liberal market forces.
