It is shown that the phenomenological description of the normal state of Cu-O high temperature superconductors in terms of a q independent polarizability given by Varma et al. follows from the short range cooperative electron-phonon coupling which produces correlated polarons in mixed valence compounds. The quantitative estimates of physical properties are in agreement with experiment.
