Agriculture plays a pivotal role in the Indian economy. Small holding agriculture being the critical feature, is important for raising agriculture growth, food security and livelihoods in India. Indian agriculture is the home of small and marginal farmers (>80%). Small and marginal farmers in India have been vulnerable to risks in agricultural production. Several organizational prototypes are emerging to integrate them into the value chain with the objectives of enhancing incomes and reduction in transaction costs. One such alternative is Farmer Producer Organizations (FPOs).Farmer Producer Organizations (FPOs) refer to independent, non-governmental, membership-based rural organizations of part or fulltime self-employed smallholders and family farmers, pastoralists, artisanal fishers, landless people, women, small entrepreneurs and indigenous peoples. This research discuss about the change in policy and processes supporting FPOs and to study the institutional building components and determinants of FPOs. Small Farmers’ Agribusiness Consortium (SFAC), a Society under DAC, is the designated agency of DAC to act as a single-window to support FPOs by providing technical support, training needs and research and knowledge management and to create linkages to investments, technology and markets. In Odisha there are 6 registered FPOs which are supported by SFAC. This study explore the institutional mechanism supporting FPO through a case study of Vegetable Initiative in Urban Cluster (VIUC). The Agricultural Promotion & Investment Corporation of Odisha Limited (APICOL), International Traceability System Limited (ITS ltd.) and CTRAN Consultancies which are the Resource Institutions selected by the Small Farmers Agribusiness Consortium (SFAC) are the major promoters and supporters of FPOs in Odisha. The main aim of this research is to analyse the institutional performance of FPOs and to find out the prospects and problems in building the institutions.
