Description Small Farmers’ Agribusiness Consortium (SFAC), a Society promoted by Dept. of Agriculture, Govt. of India, has been nominated by Ministry of Agriculture to act as a nodal agency to coordinate with various State governments, civil society partners, private sector, financial institutions, resource persons and other stakeholders to help in the conduct of baseline studies, promote Farmer Producer Organizations (FPOs) across the country and link producer groups (both existing ones and newly formed institutions) to marketing opportunities.
More than 80% of India’s farmers are small and marginal farmer. Small holders constitute about 85% of total agricultural families in Odisha. The Government of Odisha has set a vision to upgrade skill, capacity, vision and bargaining power of people in this sector by organizing Rural Producers Organizations. APICOL acts as the State nodal centre for promotion of FPOs. Two resource Institutions namely CTRAN Consulting Pvt.ltd and International Traceability System ltd.(ITSL) are working in Odisha to mobilize these producer organizations and support the FPOs in their developmental activities. These institutions are engaged in linking farmers to new markets invariably involves farmers organizing “Vegetable Initiative for Urban Clusters” (VIUC) a sub scheme of RKVY is being implemented around Bhubaneswar city in 10 Blocks of Cuttack, Khorda, Puri and Jajpur districts, since the year 2011-12. The scheme aims at improving production, productivity by transfer of modern technology, improving collective bargaining power of small / marginal farmers by forming Farmer Interest Groups, Farmer producer Organizations (FPO) and linking them with urban canters through an efficient supply chain.
Producer companies can help smallholder farmers to participate in emerging high-value markets, such as the export market and the unfolding modern retail sector in India. As elsewhere in the developing world, in India, small farmers’ livelihoods are being threatened due to the liberalization and privatization of Indian agriculture and the increasing interest of private capital in the agribusiness sector. The withdrawal of the state from productive and economic functions, and changes in the organization of marketing channels, present new challenges for small-scale farmers.

Farmers’ producer companies can be seen as hybrids between private companies and cooperative societies. The producer-company concept is aimed to integrate smallholders into modern supply networks- minimizing transaction and coordination costs, while benefiting from economies of scale .They are run and owned by farmers, financially facilitated by Govrnment or donor agencies, and managed by professionals. In this environment of greater instability and competition, organization and collective action can help to enhance farmers’ competitiveness and increase their advantage in emerging market opportunities. The idea of value chain, governance , collective –action , function of chain actors in farmer producer organization are explained in this context. Smallholder agriculture faces several constraints related to the small size of the operation. These include the inability to create scale economies, low bargaining power because of low quantities of marketable surplus, scarcity of capital, lack of market access, shortage of knowledge and information, market imperfections, and poor infrastructure and communications.
