Long term monitoring for ocean observation is often difficult and expensive due to extreme ocean situation and befouling problem. In order to maintain reliable measurement over the entire recorded dataset, calibration needs to be done over time. The detection of unstable parameters cannot rely totally on direct measurements of sensors (buoy), but can be extended with an aerial observation platform which acts as an information hub and eyes to the surroundings. Therefore, more interpretation can be made to the real time data with higher bandwidth of information. This work presents a consensus decision making scheme for ocean observation platform using the multi blimp system and series of ODAS buoys. Not only the ocean observing system introduces biofriendly system but more accurate decision can be made to the measurement reading considering the ocean environment condition. The consensus scheme was tested in “small world” properties based on the Starling Flock Networks. The outcomes indicated that the results of the proposed consensus improved the direction of travel of small group and the performances were satisfying.
