Description During 2011, the paddy farmers of East Godavari ,West Godavari and parts of
Khammam districts in Andhra Pradesh state declared Crop Holiday i.e. they did not go
for paddy cultivation and the fields were left fallow. Crop Holiday was observed in 13
mandals of East Godavari district, in four (4) out of which, namely, I.Polavaram,
Katrenikona, Upalaguptam and Allavaram, it was almost total crop holiday . In these
13 mandals actual rice cultivated area was 43087 ha. Due to the crop holiday the actual
sown area in these 13 mandals was 7515 hectares. As a result of crop holiday 85,050
acres was not cultivated by the paddy farmers during the 2011 Kharif season.
The present study was conceived to know crop holiday in terms of perception
and consequences of crop holiday and finally to give appropriate strategy to prevent the
recurrence of crop holiday. Descriptive research design was followed for the study. The
investigation was carried out in East Godavari of Andhra Pradesh where paddy growers
were declared of crop holiday in 2 lakh acres, which was the highest acreage under the
crop holiday districts. A total sample of 120 paddy farmers which constitute 60 crop
holiday and non crop holiday farmers each were selected from ten villages in two
mandals of East Godavari district. The data were collected by a personal interview
method through structured interview schedule and analyzed with suitable statistical
methods.
The profile analysis of crop holiday farmers indicated that the majority of the
farmers were middle aged with intermediate education ,farming as main occupation

with semi medium farms ,Nuclear family with less than 5 members and majority of
crop holiday farmers fell under medium category in terms of age, farming experience,
mass media exposure, extension contact , level of awareness on government schemes
and policies ,material possession , socio economic status, socio-political participation,
decision making pattern, economic motivation. Majority of the crop holiday farmers
were owners but leased out partial land, with Rs.25,000 - Rs.50,000 as annual income
and encountered the cyclones, and they did not have storage facility and sold the
produce with in the village and facing difficulties in marketing. Majority of the crop
holiday farmers having the problem of labour who demands high wages due to
implementation of MGNREGA but they reported that inputs were fair easily available
with in the village and credit availability from primary agricultural cooperative
societies. The range of cost of paddy cultivation was in between Rs.49001-51000/- in
the study area and majority of the farmers know the MSPs announced by the
government.

income and encountered the heavy rainfall, and non crop holiday farmers did not have
storage facility and sold the produce with in the village and facing difficulties in
marketing. Majority of the farmers having the problem of labour who demands high
wages due to implementation of MGNREGA but they reported that inputs were fair
easily available with in the village and credit availability from primary agricultural

With regard to perception of crop holiday farmers on crop holiday majority of
the crop holiday farmers had positive perception followed by neutral and negative. In
case of perception of non crop holiday farmers on crop holiday majority of the non crop
holiday farmers had neutral perception followed positive and negative.
The factors for crop holiday elicited by the farmers were MSP not covering
actual cost of production, High cost of cultivation on account of high cost of labour
,labour shortage due to MGNREGA , late release of canal water, ineffective
procurement system and farm mechanization.
The direct consequences reported by the crop holiday farmers were no work for
agriculture ,farmers avoid losses and loss to the government, where as incase of indirect
consequences expressed by the majority paddy farmers were heavy infestation of
weeds in the fallow lands, increased the pest and disease problem, field bunds damaged
by cattle, farmers migrated to cities ,no fodder for livestock , water logging and salinity
problem.
Suitable strategy was developed to prevent the recurrence of crop holiday. The
strategy includes the interventions to be taken up by the government level, extension
system, at research system, , community level and individual level.
