Description Agriculture continues to contribute about 25.00 per cent of national
income and remains a major sector that employs 60.00 per cent of the labour force in
rural India. In most of the developing countries as in India, financial institutions
plays a significant role in the organization and supply of credit to agriculture.
Among all the credit agencies, co-operatives are the oldest
institutional agency which plays a dominant role in rural credit transactions.
Primary Agricultural Co-operative Societies are the gross root level outlets of cooperatives.
It is very important to know the attitude and crop loan utilization pattern
of farmers, because money lending without considering the borrowers attitude and
utilization pattern is of no use either to the co-operatives or to the country. Keeping
this in view the present study was undertaken with the main objective to study
attitude and crop loan utilization pattern of farmers.
An ex-post-facto research design was adopted to conduct the study in
East Godavari district of Andhra Pradesh. Two mandals were selected purposively
based on highest amount of crop loan disbursement during kharif season of 2002-03.
From each mandal four villages were selected purposively based on highest number
of crop loan farmers. From each village 15 farmers were selected based on
proportionate random sampling, thus a total of 120 respondents selected for the
investigation.
Variables under investigation were considered and subjected to
different statistical analysis for the purpose of categorization of respondents and
other related components. A scale was developed to measure the attitude of farmers
towards crop loan, and tested for its reliability in a non-sample area. The data were
collected by personal interview method through pre-tested structural interview
schedule. The collected data were coded, tabulated and employed appropriate
statistical procedures to analyse and interpret the data. Further, the impact of crop
loan system in terms of economic and social improvement were also studied in depth
with the help of four case studies.
The analysis of the personal, socio-economic and psychological
characteristics of the farmers were noted that more than three fourth of the crop loan
farmers were middle aged, nearly one-fourth of them had primary school education
and nearly two-thirds of them belonged to forward caste.
More than three fourth of the crop loan farmers were marginal
farmers, more than three fourth of them had very low annual income and nearly
three fourth of them had no membership in any organization other than PACS.
More than half of the crop loan farmers had low mass media
exposure, just below two thirds of them had medium achievement motivation, just
below three fourth of them had medium risk orientation and more than half of them
had medium management orientation.
More than three fourth of the crop loan farmers had medium
favourable attitude towards crop loan.
Little more than two thirds of the crop loan farmers had completely
utilized the loan. Little more than half of the crop loan farmers had low economic
improvement. The majority of the crop loan farmers had low social economic
improvement.
Correlation analysis revealed that except age, all other independent
variables namely education, social status, farm size, annual income, social
participation, mass media exposure, achievement motivation, risk orientation and
management orientation had positive and significant relationship with attitude crop
loan utilization pattern, economic improvement and social improvement of farmers.
Regression analysis revealed that all the selected independent
variables put together explained 79.00, 59.00, 90.00 and 89.00 per cent variation in
attitude, crop loan utilization pattern, economic improvement and social
improvement of farmers, respectively.
The education and achievement motivation and management
orientation was positively and significantly contributed most of the variation in
attitude of farmers towards crop loan. The independent variable, education was
positively and significantly contributed most of the variation in crop loan utilization
pattern of farmers. The education and social participation was positively and
significantly contributed most of the variation in the economic improvement of
farmers. The education, annual income and social participation was positively and
significantly contributed most of the variation in social improvement of farmers.
The case study revealed that the farmer who is educated, he had
utilized the crop loan in a better way and got more economic and social
improvements.
Problems expressed by the farmers at the time of obtaining crop loan
were loan amount is not sufficient, lengthy loan procedures, influence is required to
get crop loan sanction, non cooperation of PACS staff, loans are not getting in time
and not receiving complete loan amount.
More interest rates charged for late repayment, if crop failures the
recovery of loan period not extending, repayment is difficult since farmers not
getting good rates for their produce, passbooks are keeping in PACS, repayment
period is not sufficient and no technical guidance were the problems expressed by
the farmers at the time of utilisation of crop loan.
Suggestions elicited by the farmers to overcome their problems at the
time of obtaining crop loan were loan amount should be enhanced, documentation
should be simplified, avoid recommendations, cooperation of PACS staff, provide
crop loans in time and provide complete loan amount.
Reduce interest rates for late repayment, if crop failure, the recovery
of loan should be postponed, provide village level market facilities, after sanction of
loans the passbooks should be returned, repayment period should be enhanced and
provide technical officer for every village were the suggestions given by the farmers
to overcome their problems at the time of utilization of crop loan.
