Description The paper analyses a model experiment of a farmer's organization, sketches a model
of social dynamics and examines aspects of its qualitative and quantitative impact using the
experience of the Pani Panchayat (water council) experiment in Laikera and Lakhanpur
Cluster of Jharsuguda District in Odisha, India. The first section describes the setting up of
the Pani Panchayat experiment, followed by an analysis of the emergence and
economic/social impact of Pani Panchayat. The last section brings together the theoretical
issues raised in the preceding sections and analyses the long-term prospects for the
experiment. The experiment began with a trust (voluntary organization) taking up a small
patch of Clusters of Jharsuguda District which was developed on the lines of a microwatershed.
This experiment demonstrated judicious use of water and consequently. The Pani
Panchayat envisages five principles for members of lift irrigation schemes; these take into
account participation, equal share of resources, a built-in inverse weight for cancelling the
refractory effect of irrigation, equity in income and higher employment. The impact of the
scheme is better than that of other types of irrigation schemes because it is cost effective,
employment generating, equity oriented, does not exploit natural resources, avoids social
costs and, above all, encourages community participation.
