Description |
The study was undertaken with the following specific objectives: 1. To assess the impact of lift irrigation project on cropping pattern and productivity of principal crops. 2. To study the effect of lift irrigation project on farm income. 3. To evaluate the performance of the lift irrigation scheme as per the objectives. · 4. To find out the reasons for success or failure of various activities of the society. · 5. To suggest an appropriate future plan of action based on the empirical findings of the study. METHODOLOGY : The Farmers Service Cooperative Society (FSCS), Gaddipalli is purposively selected as it is one of the its kind and first established in our country. As this is a case study all the five villages benefitted with the irrigation facility from FSCS are included in the sample, which comes under three mandala i.e. , Garedepalli, Penpahad and Nereducheria. All the beneficiaries were stratified into four size groups viz., marginal (upto 1 hectare or 2.5 acres), small (1 to 2 hectares or 2.5 to 5 acres), medium (2 to. 4 hectare or 5 to 10 acres) and large (more than 4 hectares or 10 xiii acres) on the basis of operational area. 12 beneficiaries f"rom ·each village were selected at random giving a representation of q3 beneficiaries for each group. The data were collected by personal interview with the help of a specially devised set of pre-tested schedules. The reference period for the study was 1987-88 agriculture year. The secondary data obtained from the society and, other available reports were also used in this study. Tabular and functional analysis were used to arrive at the valid conclusions for the study. MAIN FINDINGS 1. The evaluation of objectives of the study revealed a wide gap between the designed command area and the maximum area it irrigated. It also clearly showed the difference between the land development of designed command area and the actual area developed. 2. The short fallin the water supply of the lift irrigation project was mainly due to technical reasons, cropping pattern, technical risk, soil and water management practices, power supply, availability of water, financial etc. 3. As benefit cost ratio is more than one, it justifies the economic feasibility of the project. 4. Although the project of this comparable and the projection is found to like failure to irrigate the entire production levels and increase in cost costs. type, the IRR is quite be sensitive to- thefactors command area, fall in of operation and gross 5. A substantial increase in farm asset structure was seen after the formation of the project. The total capital investment per farm and per hectare has a direct relationship with farm size in both the situations i.e., before and after the establishment of the project. 6. The change in cropping pattern was seen on the sampled farms with the advent of lift irrigation project. There was a substantial increase in a(:erage under paddy and groundnut and no significant change under castor cultivation. 7. Cropping intensity was increased with the establishment of lift irrigation project and this has a direct relationship with farm size. 8. The total cost of cultivation of paddy as we11 as groundnut indicated a direct relationship with farm size. 9. There was a direct relationship between farm size and productivity of paddy and groundnut. xiv 10. Gross returns and net returns also showed a direct relationship with farm size in paddy and groundnut cultivation. 11. · Input-output ratio was found to be more advantageous to large farms comparitively in paddy as well as groundnut cultivation. 12. The break-even analysis revealed the profitable nature of paddy and groundnut cultivation since the break-even output was much less than the average yields. This was also confirmed by cost-benefit ratios. 13. The cost of cultivation, gross income, net income and average yield of paddy and groundnut were increased with the advent of lift irrigation project. 14. The production function analysis had indicated in general - the operation of diminishing factor returns and constant returns to scale. Further the marginal value product to opportunity CbSt ratios indicated high degree of resource use inefficiency and revealed the scope for adjustments and reorganisation of resources so as to obtain high returns in paddy and groundnut cultivation. 15. Improper management, financial problems, non-cooperation of farmers in repaying the loans, cropping pattern, ·mis use of funds etc. are found to be some of the main reasons for the partial success of the society. |
