Description Fishery is an ancient sector on which millions of people around the world
depend for livelihood and for food and nutrition. Since fishery is an open
access resource, management in an efficient manner is necessary for its
sustainability. Monsoon trawl ban in Kerala is one of these kinds which
prohibit fishing by trawlers during monsoon season throughout the
territorial waters of Kerala. This study focuses on the impact of monsoon
trawl ban on different sectors in terms of fish catch, composition, price
and revenue and its socio-economic impact on labourers working in
mechanised sector. The study covered two districts of Kerala, viz., Kollam
and Kozhikode representing craft owners from three sectors of
traditional, motorised, mechanised and labourers in mechanised sector.
Tabular and probit analyses were employed to analyse the data. All the
three sectors were benefited in terms of higher catch and revenue due to
ban. There was a decrease of 22.84 per cent in consumption expenditure
during ban period for the labourers in mechanised sector. Each labourer
borrowed Rs.2939 during ban period due to the decrease in number of
days of fishing and income. They were involved in different alternate
avocations for 13 days and realised Rs.1897 of income. Fishing
experience and education had positively affected the opinion towards
trawl ban where as family size, number of days of unemployment and
credit availed had negative influence. The transaction cost incurred by
the government for the ban implementation was Rs.3, 77,090 in Kollam
and Rs.6, 29,402 in Kozhikode districts.
