Description Poverty is wide spread in India. Inspite of impressive economic growth,
perpetuation of the poverty is mainly because of exclusion of weaker sections of the society
from the development. Credit/finance to rural poor has a vital role to play in reducing the
poverty. Increasing cost of living and expenditures demanding more credit needs of the
rural poor. Inspite of great achievements in Indian credit system, many of rural poor are
still not having an access to financial institutions which compels their dependency on the
money lenders. To ameliorate the situation government authorities have taken appropriate
steps by formulating rural empowerment schemes. NABARD initiated the concept of SHGBL
programme in 1992 with a solid support from RBI and NGOs. Policy makers in India
perceived SHGs as the best tool to achieve the financial inclusion.
Self Help Group (SHG) movement has become quite popular in many states to
enable the poor to take up economic activities. Andhra Pradesh state is a leader in SHG-BL
programme with maximum coverage of groups and beneficiaries. Alarmingly, Andhra
Pradesh share is slowly declining from the last few years. The study focuses on the recent
trends and current scenario of SHGs in the state. Compound Growth Rate calculated for the
coverage of SHGs for period of ten years was about 10 per cent. Linear growth for the last

year was about 65 per cent. This splendid growth rates are possible to achieve only with a
solid support from Govt., financial institutions, NGOs and SHG-federations.
Empowerment of women from low income and poor households is the basic goal of
SHGs. The present study examines the economic and social empowerment of rural women
in Adilabad district of Andhra Pradesh and is based on primary data collected from 120
members in 40 SHGs functioning in 5 mandals in the district. 120 non-member households
were also interviewed to make a comparative study.
The study revealed that rural women join SHGs mainly to get the benefits of state
Govt. schemes. SHGs become an alternative credit system because of its ability to
contribute household income. Inspite of proper disbursement of loans, very few groups are
undertaking income generating activities. Study threw a light on the utilization of loan
amount by the members and reasons for not taking up an IGA. SHG loan amount was
diverted most of the times to the consumptive use only. Study revealed the importance of
training needs of rural women on IGA to fulfill the objective of the group formation. SHGs
helped rural women to gain confidence, to increase decision making, managerial skills,
awareness, knowledge on banking etc. They have improved very well during post-SHG
situation when compared with pre-SHG period and non-members.
SHG formation, functioning and performance are greatly influenced by various
factors. This research identified major constraints and suggested useful recommendations.
Identifying the right candidate, improper group size, lack of training on IGA were the major
problems in smooth functioning of SHGs. Hence it is suggested to conduct training
programmes to improve the skills of members on IGA. Identifying right person while
forming a group, regular motivation to maintain the team spirit are important in the success
of SHGs. It is concluded that inspite of various difficulties encountered by the SHGs in
project area, economic and social impact was tangible.
