Description |
The role of agricultural extension is assuming greater importance in the context of globalization, privatization and liberalization for ensuring food and nutritional security to the Indian masses. Agro Advisory Services play a key role in increasing farmers’ income through increased yield and reduced farm expenses. Agro Advisory Centres provide advisory services to farmers on suitability, procurement, and application of various inputs such as seed, fertilizer, pesticide and improved farming practices. Despite pluralistic agro- advisory approaches in India, the coverage and use of these advisory services by farmers is limited. In order to assess the functional viability of such centres, with special reference to Rallis Crop Advisory Centre (RCAC) located in Guntur district of Andhra Pradesh the study was carried out. The impact of RCAC on farm yield and farmers’ income was analyzed. A comparative evaluation of performance of RCAC with District Agricultural Advisory Transfer of Technology Centres (DAATTCs) was done. Primary data regarding cropping pattern, different services obtained from Crop Advisory Centres, farmers’ xiv preferences and their expectations, impact of Crop Advisory Centres on various attributes Viz. yield, income, cost of cultivation, plant protection and others was collected. The reasons for using/ not using/ discontinuing of the services by farmers from various agencies along with the suggestions for improvement were also collected. An Effectiveness Index was used to assess the extent of adoption of crop advisory services. Rating Index method was used to evaluate the performance and viability of the centre. Garrett ranking technique was used to study the reasons for discontinuance in using the services of Rallis Crop Advisory Centre. The impact of Crop Advisory Centre on the reduction in per acre expenditure on inputs for RCAC user-farmers was Rs. 9794 and the returns due to increased yield was Rs. 10500. The added returns were found to be Rs. 20294 per acre. The three major reasons for discontinuance of use of advisory services of RCAC were fewer services offered, poor services and better services from other agencies. The performance and viability of RCAC was better over DAATTC. Based on the lacunae and bottlenecks identified in the delivery mechanism of advisory services of RCAC, a model was designed using Standard Operating Procedures (SOP). The various important factors identified which contribute to the criteria for setting up Crop Advisory Centres at suitable locations included size of pesticide market, number of mandals covered, number of dealers in the market, accessibility to the centre, company’s market share/growth potential and brand image of the company. Keywords: Agro-advisory services; Rallis Crop Advisory Centre (RCAC); District Agricultural Advisory Transfer of Technology Centres (DAATTCs); Effectiveness Index; Rating Index; Garrett ranking technique; standard operating procedures (SOP). |
