Description The project entitled “An economic study of procurement and
distribution of paddy seeds by A.P. State Seeds Development Corporation
(APSSDC), Srikalahasti in Chittoor district.” was undertaken with the
following objectives:
1) To identify and analyze procurement and distribution processes
undertaken by A.P. State Seeds Development Corporation
(APSSDC), Srikalahasti.
2) To examine the growth of A.P. State Seeds Development Corporation
(APSSDC), Srikalahasti with respect to purchase and sales.
3) To compare the A.P.State Seeds Development Corporation
(APSSDC), Srikalahasti with private market competitors with
respect to market share and prices being offered.
4) To suggest suitable remedies for overall development of the
corporation.
The study was conducted in Chittoor district of Andhra Pradesh. A
sample of 120 respondents comprising 10 officials, 20 seed dealers and 90
farmers was drawn randomly to facilitate the study. Data was collected both
from the primary and secondary sources. For collecting the primary data a
pretested questionnaire was administered to the sample farmers, officials and
the dealers. Secondary data relating to number of registered farmers, quantity
procured, quantity supplied e.t.c., was collected from the annual reports of
A.P. State Seeds Development Corporation (APSSDC), Srikalahasti. Apart
from this, agricultural journals, magazines, internet and other sources was
also used to obtain secondary data. Data collected was analyzed using
suitable statistical techniques like means, percentages and averages.
The major findings of the study are
1) Using the breeder seeds supplied by government research institutes, the
public sector seed companies like APSSDC, Srikalahasti produces
foundation seeds on government farms or reliable, well-trained contract
farms or share holder growers. These are further multiplied in contract
farmers’ fields next year as certified seeds for commercial distribution.
2) Total sales of different seeds in the year 2009-10 amounted to nearly
Rs.3009 lakhs and purchase Rs.2800 lakhs.
3) Total turnover of the corporation has increased to 1,44,636 qtls. in the
year 2009-10 from 1,07,236 qtls. in the year 2008-09. There is 34 per
cent increase in total turnover to corporation from last year. This is due to
good yield sales of groundnut.
4) For the 2009-10 marketing year, the production of paddy was 50844qtls.,
which is lower than the previous year, due to late onset of monsoon in the
district. Total unprocessed seeds produced by the unit were 1534.01 qtls
and 76538.43 qtls for foundation seed and certified seed respectively.
5) The total number growers of APSSDC, Srikalahasti for the quality seed
production is nearly 1200,out of which 986 are shareholders and 214 are
non share holder. There is positive increase in number of total seed
growers from the year, 2008-09, which were 948.
6) The fixation of procurement price is entrusted to the sub committee
constituted by the board for each year. It is not in custody of APSSDC,
Srikalahasti. The sub committee has to fix procurement prices
considering minimum support price announced by the government of
India and prevailing market prices.
7) About 35 per cent of paddy seeds are supplied to the seed dealers by
APSSDC, Srikalahasti.
8) Private seeds companies sale paddy seeds generally at Rs.610 to Rs.750
per 30 Kg. of bag, where as APSSDC, Srikalahasti at Rs.520.
9) Demand of paddy seeds of the corporation is very high in farmers, but
the production is low than demand.
10) Storage capacity available has been not only inadequate, but also
generally qualitatively poor. The present status of the storage structures
of the corporation was found to be insufficient and devoid essential
requirements like refrigeration and dehumidification facilities to improve
the better viability, vigor and physical purity of the seed.
Suggestions to the Corporation
Based on the study conducted, and also the knowledge gained during
the training period and data collection, the following are some of the
suggestions and strategies suggested to the corporation for further
improvement and to increase the market share.
1) APSSDC, Srikalahasti should adopt new technology of comm unication
and transport in order to increase the production and sales of paddy.
2) There is a dire need to improve the storage facility.The corporation
should increase the capacity of the godowns.
3) The losses during processing should be minimized by replacing the old
machinery.
4) There is less coordination between dealers and the corporation.Proper
coordination between the dealers and the company may lead to the good
promotion of the product.
5) The corporation should increase the qualified staffs in the organisation,
especially in the engineering section(technical).
6) The research and development facility should be improve to strengthen
the corporation.
7) The corporation should improve its stretegy to compete with the new
multinational seed producing firms in the area.
