Description Agriculture is an important sector of our economy with 13.9 per cent share in the
Gross Domestic Product (GDP), which provides employment to nearly 2/3rd of
population in the country. Agricultural credit is an instrument which played a very
important role in development of agricultural sector. It enabled the farmer to go for
short-term credit which is used by the farmers for purchase of inputs and other services.
The Kisan Credit Card is a credit card to provide affordable credit for farmers in India.
It was started by the Government of India, Reserve Bank of India (RBI), and National
Bank for Agricultural and Rural Development (NABARD) in 1998-99 to help farmer’s
access timely and adequate credit. The present study entitled “Micro level management
of Kisan Credit Cards and their impact on farmer’s income in Karauli district of
Rajasthan” was studied with the following objectives:
1. To study the growth of Kisan Credit Card
2. To examine the pattern of credit acquisition by the farmers
3. To assess the impact of Kisan Credit Card on farmer’s income and
4. To identify the constraints in the operation of KCC and to suggest measures for
improvement.
This study plays an important role in assessing the growth in numbers of KCC
issued, credit acquisition pattern, impact on farmer’s income and constraints faced by
the respondents in the study area. It is based on the previous years (2001-02 to 2010-11)
xiii
data which is obtained from the District Lead Bank. This study helps the farmers about
credit utilization and awareness among the farmers.
Secondary data on number of KCC issued and amount sanctioned in Karauli
district was collected for a period of ten years from 2000-02 to 2010-11 and 2006-07 to
2010-11 respectively. From these data, trends in growth rates of KCC were analysed by
using Compound Annual Growth Rate (CAGR) function. The data revealed that KCC
registered the statistically significant positive growth rate (16.37 %). The most of the
respondents were taken credit from the financial institutions. In terms of total loan
disbursed to cardholders, the share of commercial banks was 63.31 per cent, followed
by 17.62 per cent for co-operative banks and 12.77 per cent for RRBs. Primary data was
collected from 120 farmers to analyse the impact of KCC on farmer’s income by
comparison of income of the KCC holders and Non KCC holders and Bank managers
dealing in the study area were interviewed with the help of pre tested questionnaires.
Opinion survey method was conducted to study the institutional and management
constraints.
The analysis revealed that as on 31 March 2011, among the major banking
institutions, commercial banks, cooperative banks and regional rural banks accounted
for about 48.59 per cent and 35.23 per cent and 16.17 per cent of the total number of
cards issued respectively. The growth of KCC in Karauli district of Rajasthan was
positive and it was significant. The respondents were depended on banks for completion
of their needs regarding agricultural inputs, and allied activities. The income of KCC
holders were 25 to 30 per cent more as compared to the Non KCC holders, and nearly
all the KCC holders were satisfied by using the KCC facility of the banks because banks
were provided the credit on time and adequate amount with less interest rate as
compared to Money lenders.
