The present study was undertaken with the objectives (i) to study the socio-economic profile of the selected respondents (ii) to examine the impact of the scheme on the employment and income of rural households and overall wage rate and (iii) to examine various shortcomings of the MGNREGA. Mahendragarh district of Haryana state was purposively selected. All the five blocks were taken from the selected district; from each block two villages were randomly selected totaling 10 villages. Ten MGNREGA job card holders were randomly selected from each selected village. Thus, the total sample consisted of 100 respondents. The study revealed that the highest proportion i.e. 39 per cent of the total respondents were in the age group of 30 to 40 years. Eighty four per cent of the respondents were males. The majority of the respondents were literate. The highest proportion i.e. 66 per cent of the total respondents belonged to Scheduled Castes. Respondents having BPL cards had low participation than others. Eighty two per cent of the respondents were landless. Majority of the respondents were nonfarm labours and also majority of the respondents got job card in the year 2006-07. Majority of job card holders did not get employment in almost all the years. The average annual income of working respondents was about Rs. 6807 under MGNREGA during the year 2011-12. The contribution of MGNREGA income was about 9 per cent to the total family income of working respondents. The average employment per respondent decreased from about 23 days in 2006-07 to about 14 days in 2011-12. MGNREGA has resulted into hike in wage rates for various activities in the study areas. All the facilities were not provided to the workers under MGNREGA in Mahendragarh district. The major problems faced by respondents were lack of information/awareness about MGNREGA, job card not handed over to them and limited employment etc. In all the selected villages, on an average 77.6 percent population belonged to OBC followed by 14.55 percent SC and only 7.86 percent of General category. Out of total households, 64 percent were agricultural households. Most of the job cards were applied and issued during 2006-07 followed by the year 2010-11 in all the blocks. The proportion of persons doing actual work to the total job cards issued was very low in almost all the selected blocks. In the study area, there was a common problem of non-availability of camel carts at low rate fixed by the government. The majority of panchayats also reported the problem of non-availability of labour due to the low wage rate under MGNREGA. Most of the panchayats also reported that the formalities to be done are more than required. There is a need of further strengthening of the MGNREGA to generate sufficient employment for rural workers. |
