Description Agriculture remains a mainstay of Indian Economy and an effective
antidote to poverty. The assessment of socio – economic profile was done
in the lives of rural household. An approach was made to study the
household preference for institutional and non – institutional credit.
Constraints in obtaining institutional credit for production activities were
documented. Bhagalpur district in Bihar was chosen for study as
agriculture is the main occupation and it is closely related to credit
availability. Considering the objectives a well structured schedule was
prepared. Secondary data was collected from the Regional Rural Bank,
Punjab National Bank and Primary Agricultural Co – operative society. A
total of 150 respondents were randomly selected and interviewed.
Analytical tools employed were measurement of central tendency, scoring
method and Binary Logistic Regression. Majority of respondents
practiced agriculture as the main occupation. The respondents availed
loan from both financial and non financial. Among them the private
money lenders and friends and relative occupied a major share. In terms
of preference the private money lender had the major say.
Documentation and legal constraint was of major concern. Demand of
commission from the staff of the lending financial institution was an
important impediment to borrow. Formulation of a comprehensive policy
which is flexible and farmer friendly and possess easy accessibility. Small
and marginal farmers with low annual income should be brought under
the formal financial inclusiveness to achieve healthy socio economic
development of rural masses, that too in Bihar, which is one of the under
developed state in India.
