Accelerating growth in agricultural sector remains a key policy concern in India despite a significant decline in its share in gross domestic product (GDP), from 48 per cent in 1970-71 to 18.5 per cent in 2006-07. Nearly 72 per cent of India's population lives in rural areas, and 75 per cent of it depends on agriculture and allied activities for livelihood (Warr, 2003). Growth in agriculture is thus critical to the livelihood of millions of rural poor in India (Ravalli on and Datt, 1996).
