Agriculture has been and still remains the mainstay of hilly regions of India. Its importance in the economy of the hill states is apparent from the fact that it is by far the largest single industry and the main occupation of the people. The process of agricultural development took a belligerent turn with the onset of 'Green Revolution' soon after the independence to make the country self-sufficient in foodgrain production with a consequence of extended advancements in farm research and technology. However, the impact of these innovations was not uniform in all regions; mainly because of varied resource endowments and socioeconomic structure of the regions. In this regard the hill agriculture lagged behind the plains due to the peculiar hill specificities. Small and marginal farmers, in particular, were not able to harvest the fruits of this revolution for want of land and other resources.
