Employment of contract labour has been a cause of various problems. The question of its abolition had been under consideration of Government. In the Second Five Year Plan, the Planning Commission made certain recommendations, namely, undertaking of studies to ascertain the extent of the problem oi' contract labour, progressive abolition of the system of contract labour and improvement of service conditions of contract labour.
