All top five states have shown decelerated per ha income growth during postreform
period. The outstanding performing states like Punjab and Haryana in prereform
period have slipped to bottom in post reform period. West Bengal, Rajasthan
and Tamil Nadu moved in middle five states. Impressively, Gujarat and Andhra
Pradesh performed very poor in pre-reform period, but performed well in postreform
period and reached in top five states. Himachal Pradesh, Madhya Pradesh and
Maharashtra were the middle growth states in pre-reform period but moved up in top
five states in post-reform period. The poor performing states viz. Bihar and Orissa
have accelerated their growths but could not entrench significant position in top or
middle five states. Though the per ha growth rate of some bottom and middle states
accelerated and top states showed decelerated growth in post reform period, but in
terms of crude per ha income the most of top and bottom states have not changed
their relative positions in the hierarchy.
Convergence of per ha income were analyzed by Bernard Jones method,
revealed divergence in pre reform period and convergence in post reform period.
None the less convergence in all period is conditional due to interplay and
congruence of conditional factors viz. knowledge, technology, investment, and
infrastructure. The study concluded that conditional convergence was not due to
impact of reform. The inference could be translated into policy that for enhancing
agricultural productivity in future, targets these regions having vast potential than the
region already achieved yield plateau.
