Agricultural sector is facing severe challenges worldwide such as increasing population pressure, biotic and abiotic stress, environmental forces like pest and diseases, natural disasters, interrupted rain fall, changes in climate etc. In addition to this globalisation and liberalisation has acted as catalyst for increasing competition in international markets. Indian agricultural system depends mainly on state based extension service provider. There is increasing demand for agricultural technological knowledge among the farmers which is not fulfilling through public extension system. The underlying paradox of Indian agricultural scenario has accepted the concept of privatization of agricultural extension. Private extension refers to the extension service provided by an individual or organisation other than government. As a strategy for providing effective services to the farmers, it becomes prevalent in developing countries including India. The present study was conducted on Tata Kisan Sansar in Aligarh district of Utter Pradesh. The extension agencies working in ground levels are identified during pilot study. Among them private extension system - Tata Kisan Sansar (TKS), Aligarh KVK, Line department and Co-operatives are selected for further study. An ex-post facto research design was used for the study. The data was collected from 50 TKS member farmers and 50 nonmember farmers in total of 100 farmers. A structured interview schedules were developed to collect the data from respondents. Tata Kisan Sansar the invention of Tata Chemicals, is working through innovative model called “hub and spoke model”. Tata Kisan Sansar outlet Franchisees (sanchalak) are higher educated, mostly young aged person having higher personality attributes like economic, marketing orientation and other communication attributes. The member farmers use better mass media and shows greater extension agency contacts, show better risk and market orientation and higher innovation proneness than non member farmers.TKS is efficient than others in delivering advisory service, communication service, market support and diagnostic services, is timely and problem solving. Both TKS and Cooperatives are at per efficient in availing inputs to farmers. TKS input service is better in accessibility, quality and timeliness than others. The cost of inputs is higher than other extension agencies. In case of the organizational constraints the respondents ranked job security as a first because it is a private company and huge work load was ranked second. Lack of co operation from ground level organization as per Garrett’s score ranked in priority as functional constraint whereas, higher cost of inputs perceived as second constraint by the farmers. There is duplication of efforts with multiplicity of agents attending extension work without convergence. As a result efficiency is not up to the mark. Therefore a coordinated attempt to synergise and converge these efforts at the district and below level is required to improve the performance of various stakeholders. |
