Description Emerging global awareness to make buildings more efficient safe and sustainable led to the question how sustainable existing buildings are and what parameters should actually be counted to assess the sustainability. Rare compliance to codal provisions change of usage deterioration apparent quality and unauthorized additions in the buildings makes them highly vulnerable to hazards. Construction of non engineered buildings and their collapse partially or wholly leads to much greater social economic and environmental impacts. Building rating tools should include sustainable structure design of buildings which have not so far been addressed in GRIHA in India. And structural safety should be a precursor to environmental performance. The onerous task of assessing the huge existing building stock with little or no information available in the public domain and uncertainty about their environmental performance can only be achieved by a fast and coarse appraisal of buildings of all typologies considering the dismal housing data from Census of India 2011. In this research the Fuzzy models on decision making viz. selection of most economical green building out of alternatives, sustainable materials and most suitable construction method from sustainability aspects have been proposed. A rapid assessment Fuzzy TOPSIS based tool has been proposed for holistic evaluation of the regions indicating a need for variable fund allocation. The proposed rating tool for individual buildings covers criteria relating to both hazard resilience and environmental performance resulting in a holistic assessment. The weightage for every criterion is region/building specific derived by opinions from experts. All the buildings can thus be rated through a walk in survey and benchmarked for further detailed evaluation. The case studies of few buildings are presented for better understanding of the methodology implemented in this work.
