Description Project managers often find it difficult to raise the money to sustain an agricultural development project after the initial aid provided by donors has run out. The symptoms of the problem are widespread: deteriorating roads, government staff in remote areas waiting weeks for their salaries, clinics with no medicine, etc.



This useful probe into recurrent costs, which consists of 12 papers by different authors, says that most poor countries suffer from the problem. It considers the possibilities of new sources of financing for agricultural services, and of alternative ways of organising government provision for the sector.
