Project managers often find it difficult to raise the money to sustain an agricultural development project after the initial aid provided by donors has run out. The symptoms of the problem are widespread: deteriorating roads, government staff in remote areas waiting weeks for their salaries, clinics with no medicine, etc. This useful probe into recurrent costs, which consists of 12 papers by different authors, says that most poor countries suffer from the problem.
