Description A new Pan African Rinderpest Campaign (PARC) is to be funded by the EEC in order to combat the worsening rinderpest situation in Africa. It requires diagnostic equipment and techniques to measure the efficacy of vaccination. A meeting on the subject was held in West Berlin on April 19-20 and was attended by representatives of the EEC FAO and GTZ as well as othe; interested organizations. The outcome was a series of recommendations for those involved in PARC:



1. That, alongside support for PARC on a national basis every effort be made to develop a national livestock policy that can be self-sustaining.



2. That governments in developing countries should give more attention to their livestock sector and, in particular provide sufficient support to reflect the importance of this sector in their countries' economies.



3. That a rapid but sensitive test be developed for the diagnosis of rinderpest. This test should be such that it can be used in the field by field veterinarians to confirm a diagnosis of rinderpest. It should be provided in a simple kit form that would be robust and inexpensive and it should be available within one year.



4. That a test be developed for evaluation of the antigenicity of a vaccine batch. This test should be used at the end of the cold chain for an 'on the spot' evaluation of the vaccine. Once validated, this test should become compulsory for use by PARC countries.



5. That a quality control system be developed for the ELISA test, which is the test of choice for the sero-surveillance so essential for PARC.
