Description Indigenous forest management and the political and institutional context of forestry policy are the subjects of two books by Gill Shepherd published by the Overseas Development Institute (ODI).



In the introductory chapter of Managing Africa's tropical dry forests, the author states: 'management of natural woodland is practiced by those to whom it belongs and, as has been seen so clearly in the case of tree-planting no serious investment of time and effort will be made unless the resource is owned. Thus the mechanism for ownership must be our initial focus. 'This is the prerequisite for formulating any forest management plan, and the most appropriate owners may often be groups of local people rather than the State.



Sections two to six of the book identify and analyse a range of indigenous forest management practices. This is followed by a review of four projects in Somalia, Sudan, Kenyan and Niger. The rest of the book consists of extensive bibliographic summaries.



The political and social context of forestry policies and their implications, particularly where forestry projects are held in tension between the rural environment in which villagers and foresters must cooperate and the dictates of the State, are examined in an introductory overview in Forest policies, forest politics.



Four case histories from Mali, Nigeria and Somalia illustrate institutional constraints on forest policy and woodland management.
