The coincidence of disease wiping out a large number of Turkana livestock and a national grain shortage in 1980 prompted the development of à project to help pastoralists in this north-western district of Kenya. A development dialogue: rainwater harvesting in Turkana is a well-illustrated report on the implementation of the Turkana rainwater harvesting project. Local farmers and pastoralists identified priorities for the water conservation technology adapted it and finally took full responsibility for the control and administration of their work. Starting with a background to the famine of the region, the book follows the project's progress, discussing the success and learning experiences of the group, culminating in the transfer of control from the expatriate project workers to the pastoralists. Although the details are specific to the Turkana District, the basic issues may be relevant to other famine relief operations.This companion to the earlier book Rainwater harvesting has lessons in participatory techniques for all those engaged in projects involving development agencies and local people.
