A new phase has been reached in the decentralisation of CTA s former Question-and-Answer Service (QAS), with the establishment of the Nigerian Agricultural Question and Answer Service (NAQAS). Hosted by the National Agricultural Extension and Research Liaison Service (NAERLS) at the Ahmadu Bello University in Zaria, NAQAS was launched in July 2000. In September 2000, a week-long training workshop was held at NAERLS on the management of a question-and-answer service. The course was based on a module developed and used in South Africa in August 1999 for QAS coordinators from ACP countries, and on the experiences of the Ghana QAS, who provided one of the two resource persons. An important element in the design of the Nigerian QAS is the operation of nodes, through focal point organisations and partner institutions. The business plan of the NAQAS calls for a phased development of partnerships, with more than twenty specialised and sectoral organisations at the national level, plus bodies at state level. With more than 10,000 agricultural research scientists working in 18 national institutes, 28 universities, 35 colleges of agriculture, polytechnics, international research bodies and NGOs, the research community alone represents a tremendous source of demand and, as important, a splendid collection of knowledge to share with other stakeholders in Nigeria s agricultural communities. The workshop therefore devoted much time to building the foundations for well-focused exchange of information and division of tasks between partners, so that the clients can get the best possible service from NAQAS.
