Description |
Following the successful pilot devolution of its question and answer service (QAS) in southern Africa (see Spore 80), CTA is setting up QAS nodes in other ACP regions. In the next region, eastern Africa, the initial phase will focus on three countries: Ethiopia, Kenya, and Uganda. The Agricultural Research Information Service (ARIS), which is a support unit of Uganda's National Agricultural Research Organisation (NARO), will act as the central node of the service. It will work increasingly in partnership with such key Ugandan institutions as the Ministries of Agriculture, Animal Industry and Fisheries, and of Water, Lands and Environment; the faculties of Agriculture and Forestry at Makerere University; the National Environmental Management Authority, the Uganda National Council for Science and Technology, the Uganda National Farmers Association, and the Development Network of Indigenous Voluntary Associations. On a regional level, the eastern Africa QAS will cooperate with the Kenya Agricultural Research Institute and the Ethiopian Agricultural Research Organisation. The service is aimed at research, extension, and training services. Its target client group includes NGOs as well as farmers' groups, associations and cooperatives, farm input and machinery suppliers, local authorities, local entrepreneurs, agro-industries, packaging/storage and transport agencies, and chambers of commerce and trade. The expected annual haul of 300 questions will cover requests for publications, advice on technical problems, statistical information, and referrals to other organisations for funding, training programmes, and support.
