Well, without going into questions of rank, among the hundreds of participants in CTA sponsored seminars, training courses, and study visits each year, a good proportion are specialists at the 'doer' level. But it is often more effective for CTA to invest its resources in exchanges that strengthen national and regional bodies so that they can, in turn, involve all relevant players.
