This Country Programming Paper for Ethiopia addresses the very important issue of ending drought emergencies in the Horn of Africa and has been prepared in response to the Nairobi Declaration which resulted from the IGAD Heads of States Summit held in 2011. The paper has been prepared by the relevant Directorates in the Ministry of Agriculture of Ethiopia in close consultation with other Ministries and our Development Partners. It is therefore based upon inputs and views of a very wide range of stakeholders. It clearly recognizes the importance of moving from short-term emergency responses to droughts and other disasters that afflict the arid and semi-arid lands to proactive approaches that stress medium- and long-term policies and interventions to build resilience in the Arid and Semi-Arid Lands communities. Only in this way can livelihoods be strengthened and maintained in order to fulfill a major endeavor of the Government of Ethiopia: to reduce poverty. This paper recognizes and promotes the seminal importance of regional cooperation and coordination to realizing our common goal of sustaining and improving the lives and future of our citizens in the Arid and Semi-Arid Lands. This paper charts a new way forward to address the problem of recurring droughts and, at the same time, acknowledges that we have much to learn from each other as we embark on this resilience-building process: we must ensure that it is as efficient and effective as possible |
