Crop insurance is one of the effective mean of protecting the farmers against crop losses which are caused by factors beyond their control. There are various plans of crop insurance. The participation of the farmer in a scheme of crop insurance could be either voluntary or compulsory. In U.S.A. it is voluntary whereas in Japan it is compulsory. The natures of participation by the farmers depend upon the socio-economic and political conditions prevailing in the country. A voluntary scheme has several disadvantages where the farms holding are small and numerous. Apart from these disadvantages, those who require insurance protection, most of them may not come forward to participate in such a scheme. Therefore in a country like India where small farmers dominate, ensuring complete participation of all farmers in the area of insurance is most desirable.
