The IINRG is a distinct Institute of ICAR, being a value-chain institution
addressing production to utilization of Natural Resins and Gums (NRGt,
falling under the purview of raw material agriculture). Although this enables a
holistic R&D support to the sector, it poses challenge to the institution in the
form of meeting the infrastructural requirement, both physical and manpower,
encompassing a wide range of scientific disciplines.
ln order to realize the envisaged vision, the IINRG plays its definitive role in
technology development, popularization and dissemination; human resource
development in production, processing and utilization and providing inputs in
policy-related issues of the sector. The institute thus provides the R&D backbone
besides playing a catalytic role in health and development of the sector.
The technologies developed would loose their relevance if they are not adopted
by the users. Therefore, an effective mechanism to reach the target users is
paramount. This calls for a close liaison with the stakeholders in technology
development and its diffusion. Therefore, high priority is now being attached
to public-private partnership (PPP) in ICAR. Participatory research in farmer's
field will receive greater attention to ensure appropriate technology; regular
industrial consultations and association right from the conceptual stage
of process/ product development would instill industrial confidence and
enable need-based technology development and faster commercialization.
Similarly, the role of voluntary agencies and government institutions can not
be overemphasized. The NRGs are mainly consumed overseas. Therefore,
interaction and co-operation with NRG producing countries and the industries
overseas is imperative to feel the pulse of the global scenario. With this
backdrop, it may be desirable to achieve a 3o-35o/o growth in the production
sector by 2030, assuming sustenance of a healthy environment.
A paradigm shift is needed in the priorities and functioning style of the
institution, backed up by concomitant changes in the rules and regulations of
the system, providing required powers and freedom.
