CRP2 addresses research and capacity gaps in policies, institutions, and markets to strengthen smallholder farmers’ food security and incomes. By producing a body of new knowledge that can be used by decisionmakers to shape a policy and institutional environment in which markets function effectively, this research program will contribute to poverty reduction and sustainable rural development. To achieve this goal, the program comprises three mutually supporting themes that will be pursued as components of an integrated research program: Theme 1. Policies and Investments That Accelerate Pro-Poor Growth Theme 2. Enabling Institutions and Governance for the Poor Theme 3. Value Chains Linking Smallholder Farmers to Markets This proposal was presented at the 4th Fund Council meeting in April 2011, then approved with conditions at the 5th Fund Council meeting in July 2011. A revised proposal dated October 5, 2011 and catalogued separately was approved by the Fund Council on December 19, 2011.
