Baum, ICIPE's March 1979 application itself, and 'Report of the TAC Mission to ICIPE,' in April 1980. Agenda document, CGIAR meeting, October 1980. The application was received at the CGIAR meeting in October/November 1979 and discussed at the TAC 23rd and 24th meetings in February and July 1980.
