Description Summary report of the Mid Term Meeting of the CGIAR, Ottawa, Canada, May 19-23, 1986, S. Shahid Husain presiding. Mme. Monique Vezina, Canadian Minister for External Relations, gave the opening address (Annex 1). TAC Chairman Camus reported on TAC 39. Richard Clifford summarized the recommendations of the finance and budget study, which was considered an important step forward. Chairs of the Center Directors and Board Chair reported.E. T. York presented the midterm review of WARDA which TAC had not had time to discuss. The panel found WARDA incapable of managing an effective research program, and recommended establishment of a new West Africa Rice Research Institute. The Honorable F. I. Sagna, Minister of Rural Development in Senegal, and chair of the WARDA Governing Council, argued that problems discussed in the report could be addressed through a reorganization, with continued CGIAR support. It was decided that IDRC with a small CGIAR advisory group would conduct further negotiations with the West African Governments, and a final decision made at ICW 1986. The external reviews of ISNAR and ILRAD were also presented and accepted. CGIAR priorities were considered under four headings. The Group decided not to introduce research on nonfood crops except in a farming systems context. It felt that further elaboration of the concern for sustainability was required. A task force was formed under the TAC Chair to discuss coordination of research at the country level in Sub-Saharan Africa, working with a group of center directors. The Group gave broad support to TAC recommendations on commodity priorities. TAC was asked to further consider the CGIAR goal statement.A future discussion on the role of women would be arranged. The Group learned that the Deputy Director General of FAO was chairing a committee to study the relationship with IBPGR. Annexes: Chairman's opening address; list of participants
