The CGIAR Genetic Resources Policy Committee (GRPC) held its first meeting in Madras in January 1995, under the chairmanship of M.S. Swaminathan. The committee reviewed and accepted its terms of reference, found in Annex 3. It decided to seek additional expertise by adding members or consultancies.The members stressed the importance of developing effective relationships with other bodies, including the FAO, the Commission on Plant Genetic Resources, the Inter Center Working Group on Plant Genetic Resources based at IPGRI, and the Conference of Parties to the Convention on Biological Diversity. They sought the involvement of the CGIAR Chairman in the process. The committee set forth a long list of issues to be addressed, including germplasm collection, acquisition and access, information, animal and aquatic genetic resources, in situ conservation, collaboration with the private sector and with NARS, biotechnology, biosafety, and intellectual property rights. It recommended increased financial support for the research agenda on genetic resources, and for NARS genetic resources work.Agenda document, CGIAR Mid Term Meeting, May 1995.
