TAC Secretariat Paper on genetic resource issues other than intellectual property rights, affecting the CGIAR in general. The paper was requested by TAC at its 55th meeting in connection with the discussion of the 1991 external review of IBPGR. The issues addressed were a global strategy for conservation of plant genetic resources, inter center collaboration, relations between the CGIAR and other institutions involved in conservation of biodiversity, and the ownership and security of CGIAR funded genebanks.The paper called for close integration of germplasm conservation with research on plant improvement. It urged creation of a system-wide program strategy, and noted the wide interest in the subject and the potential for additional support. Urgent attention was needed to legal status and security, which varied across centers depending on host country agreements. The possibility of bringing center germplasm collections under FAO auspices was mentioned.The paper was discussed at a joint session with center directors and center board chairs at TAC 56.
