Report of TAC 58 held in Rome from June 22-28, 1992, Alex McCalla presiding. This version is marked "draft" but was approved without change at TAC 59. The Chair noted that while the CGIAR had acted favorably on TAC recommendations on priorities and future strategies, there was ongoing work on livestock and rice. Having reviewed inputs from Winrock on African livestock, and various other papers and discussions, TAC decided that it would present a strategy document on livestock research at ICW92. TAC prepared commentaries on external reviews of ILRAD and ILCA for consideration by the CGIAR.Following Eugene Terry's statement on behalf of center directors on intellectual property, and the working document approved by the CGIAR at MTM92, TAC decided to return to this issue and related questions of biosafety and genetic resources at TAC 59. The external review of INIBAP identified problems in making the planned research network effective, and management problems as well. TAC concluded that the CGIAR should take a fresh look at INIBAP's potential.In its review of center programs and budgets for 1993, TAC recommended funding at the 1992 level with a 4% allowance for inflation. Any surplus could be distributed in accordance with recommendations in the priorities and strategies paper. TAC determined a winner for the 1992 King Baudouin Award, to be announced at ICW92.
