Description Summary report of the annual meeting of the CGIAR, held October 31-November 4, 1988 in Washington DC, David Hopper presiding. Helen Hughes delivered the annual Sir John Crawford Memorial Lecture on the subject of agricultural development, growth, and equity. Reports were received from the chairs of TAC, the CBC and the CDC. The CGIAR Secretariat agreed to prepare a paper on tenure and rotation of board chairs. The Group approved center budgets for 1989 requiring funding of $238.4 million. Medium term programs for IITA, ILCA, and CIAT were approved, as recommended by TAC. The external program review of ICARDA was positively received. It was decided to have an interim management review in two years to check on progress in issues raised in the EMR. IRRI reported on progress with management issues.The report of a committee that examined the work of the CGIAR Secretariat was approved, except that a regular private meeting of donors during ICW was substituted for the proposed policy council. The suggestion of a merger of the CGIAR and TAC secretariats was deferred until the review of the latter was completed. The Group approved TAC proposed statements on genetic resources policy and biotechnology. A task force of donor, TAC, and center representatives on the broader political and legal issues connected with biotechnology would be convened. A TAC paper on sharing responsibilities among centers was approved, as was a joint CGIAR Secretariat/TAC paper on review processes in the CGIAR.The Group considered and generally approved TAC's proposed approach to consideration of the possible expansion of the CGIAR. The expert groups reviewing research areas covered by non associated centers were asked also to review possible cutbacks in lower priority areas presently financed by the CGIAR.A list of participants is attached.
