Report of a task force established by the executive committees of the Special Program for African Agricultural Research (SPAAR) and the Forum for Agricultural Research in Africa (FARA) as part of a response to the recommendation of an external review of SPAAR that its functions should be transferred to FARA or another African body. The report also responds to Recommendation 10 of the CGIAR System Review calling for a focus on sub-Saharan Africa. It is the product of several consultations held over an eight month period. CGIAR centers were active participants.The report discussed strategic issues relevant to the future of agricultural research in Africa. Two scenarios are considered: one for a modified status in which SPAAR and FARA coexist with redefined roles and functions, and another in which they are gradually replaced by a single Africa-based Apex body.
