An assessment of the institutions of Costa Rica's national agricultural research system (NARS), and their interaction with CGIAR Centers - principally CIAT and CIMMYT. Based largely on field visits and feedback from national scientists, the author examined the strengths and shortcomings of the Costa Rican NARS, and the impact and effectiveness of CGIAR support in developing its capacity. The paper also considers indications of the adoption rates and impact of new varieties of maize, rice, and beans. Written by Rigoberto Stewart of CIMMYT and published as CGIAR Study Paper No. 4, part of the CGIAR impact study of the 1980s.
