Description Informal summary of proceedings of the seventh International Centers Week and fifteenth meeting of the CGIAR, held at the World Bank in Washington, DC, November 6-8, 1978, chaired by Warren C. Baum. IFAD was present for the first time as a member. Center presentations including discussion of the quinquennial review of IITA are summarized.Comments on the 1978 Integrative Report emphasized the impact of center research and centers' off-campus activities: a stripe review of the latter was proposed. Members noted a trend toward research of benefit to resource-poor farmers. The Group decided not to offer partial funding or formal associate status to research programs, but to support only research deserving full funding. Having received the report of its task force on strengthening national agricultural research, the CGIAR organized a group of donors to establish ISNAR for this purpose. The application of IFPRI for full support was referred to TAC.TAC Chairman Ralph Cummings reported on three meetings and gave a progress report on research priorities. The Group endorsed TAC's proposals on the conduct of future quinquennial reviews of centers. It formally approved, for the first time, center programs and budgets for 1979/80, and received donor indications of financial support. The Group discussed the first TAC stripe review on farming systems research, and agreed that stripe analyses were useful. Edward Schuh presented a report on costs and benefits of agricultural research, prepared jointly with Helio Tollini. The Group felt the techniques discussed could be of value. A US request that IFDC be considered for support was referred to TAC. On the initiative of IDRC, the CGIAR Secretariat was asked to prepare a proposal on the training of center managers. A spokesman for the European donors described a working group on training additional researchers. Annexes: list of participants; list of center presentations.
