Report issued following the second meeting, in October 1995, of the CGIAR Genetic Resources Policy Committee under its Chair, M. S. Swaminathan. The report provides an overview of the current status of discussions in the Conference of the Contracting Parties to the Convention on Biological Diversity, the Commission on Plant Genetic Resources, UPOV, WTO, and TRIPS. The report covers issues of direct concern to the work of the CGIAR, particularly intellectual property rights, and farmers rights.Annexes are: elements suggested for a statement on behalf of the CGIAR by its chairman to the Parties to the Convention on Biological Diversity in November 1995; IPGRI Director General Geoffrey Hawtin's statement to the June 1995 session of the Commission on Plant Genetic Resources; and copies of documents negotiated between the IARCs with germplasm collections and the FAO providing a mechanism for distributing germplasm that has been designated under agreements between the centers and the FAO as under the auspices of FAO.
