A comment prepared by TAC at its 79th meeting in September 2000 on the plans of the centers for financing their 2001 programs. While the plans were found broadly congruent with the approved CGIAR research agenda, some centers faced potentially significant financing gaps, notably ICRISAT, ILRI, and ISNAR. On the other hand CIAT, CIMMYT, IFPRI, and IITA were above Group-approved levels. In terms of undertakings and outputs as defined by TAC, there was relatively lower support for increasing productivity, and higher support for strengthening NARS that the approved levels. TAC commented also on funding by commodity, and systemwide activity, and reviewed the situation at each center.TAC called attention to several broad concerns: shortfalls in germplasm improvement at a time when molecular genetics offered major opportunities; imbalance in the crops portfolio, under-investment in livestock for which increased demand was projected, and relative underinvestment in water at a time when lack of access to fresh water was becoming a key constraint to global food production.The report was submitted for consideration by the Finance Committee at CGIAR International Centers Week in October 2000.
