Summary report of a special Ministerial-Level meeting of the CGIAR held February 9-10, 1995, in Lucerne, Switzerland, Ismail Serageldin presiding. Thirty-nine delegations attended, including those of new developing country members Côte d'Ivoire, Egypt, Iran, and Kenya. There were numerous high level welcoming messages. The distinguished participants in the meeting addressed seven topics: global challenges of development; the role of agricultural research; sustainable agriculture; the CGIAR as a component of the global agricultural research system; the changing global context; the future research agenda of the CGIAR; and the future modalities of the CGIAR. The also considered how to implement the consensus reached. The outcome was a Lucerne Declaration and Action Program affirming support for the revitalization of the CGIAR, and specifying steps to be taken.Annexed to the report are policy statements by Australia, Egypt, the Council of European Research Ministers, the Inter-American Development Bank, the International Fund for Agricultural Development (statement from an international consultation of NARS),and Switzerland. Also lists of participants and documents.
