Paper for the Finance Committee by three members of the CGIAR Secretariat examining the role of the World Bank as balancing donor, and the possibility that this role provided disincentives to resource mobilization and discouraged fundraising efforts by IARCs. This was a background document to the report of the Finance Committee at ICW1993.The paper recommends broadening the scope of the Bank funding facility beyond filling gaps between recommended funding and actual donor contributions, and providing stability of funding in the face of surges in exchange rates or inflation. Alternative uses would be matching funds raised by centers, and supporting high priority activities with up-front distributions.Agenda document, CGIAR International Centers Week, October 1993.
