Draft report submitted by the Working Group on a Longer-Term Financing Strategy to the CGIAR Finance Committee at the meeting CGIAR Mid Term Meeting, May 2000. The report and action recommendations of the Finance Committee were presented by the chair of the working group, Alex McCalla. The paper was based on a draft prepared by The Conservation Company with the title "Toward a Longer-Ranger Financing Strategy" which was considered at ICW 99. The Consultative Council broadly endorsed the directions proposed at its meeting in April 2000.The report is introduced by a six page executive summary. It proposes an enhanced public awareness, resource mobilization effort building on Future Harvest, to be launched following approval of a new vision for the CGIAR proposed by TAC. Interim steps suggested include increased resources for Future Harvest, use of greater resources and development of strategic marketing plans by centers, more center board involvement, use of consultants, pilot testing of promising fund raising initiatives, work with TAC and centers to identify high-profile activities that lend themselves to funding from new sources, preparation of a business plan, and development of a consensus for an organization plan and structure to implement the new initiatives.The document lists major findings from the background research covering the public sector, the private sector, and mechanisms for obtaining financing from both.
