Paper prepared during ICW 2000 by CGIAR Chairman Ian Johnson as the basis of a consensus on next steps. It is also found in the summary report of the meeting together with a list of Steering Group members.The chairman lists a number of principles agreed as a basis for change: a bottom-up agenda setting process; regional research agendas that define both regional interests and the CGIAR role, the Group's responsibility for building a global research agenda. It states a number of proposed steps for streamlining structure and governance, and notes that the IARCS wish to be called Future Harvest Centers. While the federation proposed by the centers was not fully endorsed, some of its aspects were approved. Steps toward a more stable, and expanded, flow of financial resources are outlined.Action points are listed in two categories: those agreed, which are to be implemented at once, and those not yet agreed, to be subject to final decision at MTM 2001. To maintain the momentum of change, a Change Design and Management Team (CDMT) of 5-7 members would be created, reporting to a Steering Group of 15-20 members appointed at ICW 2000 by the Chairman. The Steering Group was empowered by the CGIAR to coordinate the change process until MTM 2001, when the Chairman would submit its report with his conclusions.
