Letter dated February 24, 1992 from CGIAR Chairman V. Rajagopalan to heads of delegations to the CGIAR, also distributed to the Group more broadly. The letter transmits the report of a consultation on CGIAR strategy convened by the chairman earlier that month in London, moderated by Walter Falcon.The purpose of the consultation was to move closer to consensus on priorities and strategies for the CGIAR, to be discussed at the Mid Term Meeting in May 1992. The report includes an introduction and summary by the CGIAR chairman. The discussion covered the need and vision for the CGIAR, the implications of changes in Eastern Europe, the global agricultural research system, livestock research, germplasm conservation and research, natural resources and sustainability, policy research, information, relationships with NARS, the ecoregional concept, linkages with the private sector, funding, the role of the donor of last resort, management of the system, budgets and the budget process, governance and institutional innovations, accountability, and boards. The moderator also addressed the role of TAC.
